I have the honour to refer to despatch No.227
dated the 13th June, 1934, from Sir P. Cunliffe-Lister
(now Viscount Swinton) on the subject of the emoluments
of the Principal Printing Officer, Prison Department.

Mr. A. B. Didsbury, who then held, and who still
holds this post, has put forward a case for an increase
in his emoluments on the ground that by accepting the
position, he thereby lost his prospects of promotion to
the post of Chief Warder, which is now filled by a man
seven years junior to him in service, who has already
attained his maximum of £535 per annum. Mr. Didsbury
also pleads in support of his case the increase in his
responsibilities because of the great increase in the
amount of printing done in the new Hong Kong Prison at
Stanley.

On full consideration, I incline to the view
that the scale authorized in Sir P. Cunliffe-Lister's
despatch under reference is too short, and I favour the
substitution therefor of the scale £460-£530 by annual
increments of £10, that is, a seven year scale in place
of the existing two year scale with a maximum of £530
instead of £500. The revised maximum would still be less
than that of Chief Warder.
